Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme 2007-2013 BW



The JMA (Ministry of Regional Development of Poland) and Federal State Budgetary Institution Pediatric Orthopedic Sanatorium “Pionersk” of the Ministry of Healthcare and Social Development of the Russian Federation signed the grant contract for the project on implementation of the programme for prevention of postural disorders and scoliosis in children from small towns and rural areas on 12 September 2012. The EU co-financing of the project makes approx. 2.8 million Euros which account to 90 % of the budget.

The project will further develop the Priority 2 of the ENPI Cross-Border Cooperation Programme 2007-2013 – Pursuing social, economic and spatial development, Measure 2.2 Development of human potential by improvement of social conditions, governance and educational opportunities in such areas of the Programme as the Kaliningrad region (Russia) and the Warmian-Masurian Voevodship (Poland). Voevodship Rehabilitation Hospital for Children in Ameryka settlement in the Warmian-Masurian Voevodship is the partner of the Russian Applicant.

The overall objective of the project is to reduce the growth rates of disability acquiring and to improve the level and quality of life among children residing in small towns and rural districts of the areas in question. The specific objectives include minimization of deviations in the state of health and prevention of disability among children with spinal diseases from towns and rural districts on the basis of a comprehensive treatment and prevention programme; and development of treatment and diagnostic basis and methodological framework in the Programme area for treatment of children with spinal diseases and other diseases of musculoskeletal system. Project is fully devoted to improvement of life and health of the rising generation of two Programme areas as well as to creation of awareness and knowledge for control of spinal diseases among personnel of the two partner medical institutions.

Main activities that will be implemented during the course of the project are the following:

1.  Creation of a mobile orthopaedic diagnostics laboratory, creation of international medical crews and preparation of the diagnostics laboratory to operation.

2. Implementation of a mass medical examination of the school-age children from small towns and rural areas to detect postural disorders and scoliosis.

3. Provision of inpatient preventive and therapeutic measures based on modern techniques.

4. Development and introduction of a unified electronic database of children with postural disorders and scoliosis.

5. Renovation of accommodation facilities for patients and update of equipment of sanatorium "Pionersk” (Russia) and ‘Ameryka’ hospital (Poland).

6. Development of innovative algorithms for prevention and treatment of postural disorders and scoliosis (based on the recommendations of the international group of experts SOSORT 2006) and their introduction in practical healthcare in the Programme area.

7. Delivery of trainings aimed at professional growth of medical staff of the partner organizations.

8. Publication of a collection of articles on scientific advances and practical methods of diagnostics, prevention and treatment of postural disorders and scoliosis.

9. Visualization of the project's achievements.
