CHEMISTRY LESSONS AT WASTE WATER TREATMENT PLANT IN SKIRSNEMUNĖ TOWN

On 11 November 2015 pupils from the Skirsnemunė Jurgis Baltrušaitis Basic School of the Jurbarkas District visited the waste water treatment plant in Skirsnemunė for the first time. The waste water treatment plant was equipped during the implementation of the Large Scale Project No ILPR.01.01.01-72-001/10-00 „Ecological improvement of the river Neman – construction of waste water collection and treatment infrastructure in Skirsnemunė town in Jurbarkas district (Lithuania) and in Neman city (Russia)“.

MONUMENT GETS NEW LIFE

On September 19th 2015 in Dowspuda was held official ceremony of opening Tourist Service Center, which was attended by distinguished guests as representatives of Parliament of the Republic of Poland, regional and local authorities and citizens. Center is established in renovated guard-house which is part of palace and park complex in Dowspuda, owned by general Ludwik Pac. From this moment building will be used as place to do an apprenticeship practical training for pupils of School Complex in Dowspuda and get acknowledged with hotel business.

FINAL CONFERENCE OF LARGE SCALE PROJECT TOOK PLACE IN SILALE, LITHUANIA

The final conference of the project “Building of sewerage and waste water treatment plants and construction of water supply networks in the border area between Kaliningrad region and Lithuania” (LRP/LSP/010/010) took place in Silale on the 20th and 21st of August 2015. Representatives of the project partners: Silale, Silute (Lithuania) and Slavsk (Russia) municipalities, as well as guests from Jurbarkas and Taurage municipalities (Lithuania) and the Joint Technical Secretariat and its Vilnius Branch Office took part in the event.

NEW PALANGA SPORT HALL – ATHLETES’ FAVOURITE

A new Palanga sport hall constructed under the project “Baltic Touristic Games – know-how for development of tourism potential of Baltic Region” (No. LPR1/010/181) is intensively used for various sport events. It has perfectly filled a gap that existed in Palanga, when professional sportsmen could find good conditions to live, rest and exercise outdoors, but they did not have a proper sports hall.

VILA - FRUITFUL RESULTS OF THE PROJECT

Project VILA – “The common benefits of the Vistula Lagoon potential development (LPR1/010/143)" was realized by the Maritime Institute in Gdansk (project leader) in collaboration with the City of Elblag, the Atlantic Branch of P.P. Shirshov Institute of Oceanology of Russian Academy of Sciences (ABIORAS), Baltic Federal University of Immanuel Kant in Kaliningrad (IKBFU) and Administration of Baltijsk Municipal District (AMDB). The main objective of the project was to contribute to the strengthening of socio-economic cooperation between regions of the Vistula Lagoon.

Once in a month a meeting of the Club of Reading Families “Apple from the apple-tree...” takes place.  During a meeting in June a review and discussion of the film for family “In love with Lithuania” took place. It is a movie on Lithuania, beautiful and renowned for cultural traditions, name of which is mentioned in the European chronicles since 1000 years. Unique monuments in Kernavė and Trakai, Vilnius and Kaunas, Palanga, Klaipėda and Curonian spit testify Lithuania’s prosperous past.

MODERNIZED PEDESTRIAN AND CYCLING INFRASTRUCTURE WAS OFFICIALLY OPENED IN GUSIEV (RUSSIAN FEDERATION)

Due to finalizing activity Reconstruction of pavement section in Gusiev within project “Improving cross-border connections between Poland and Russia through the reconstruction of the voivodeship road No. 591 the State Boundary – Barciany – Kętrzyn – Mrągowo; the phase I: surface reinforcement of the DW 591 road section from Kętrzyn to Mrągowo” on June 27th was organized fourth technical consultation, which ends part of project implemented in Kaliningrad Oblast. Simultaneously modernized pedestrian and cycling infrastructure was officially opened.

COMMON CHESS - CHILDREN, YOUTH AND ADULTS

Within sports competition of children, youth and adults of Kętrzyn Commune and Ozyorsk Town Municipality was held one of the best meetings ever! So far, where organized matches of  Poland - Russia in football, volleyball and table tennis. In the last days of April for the first time was held an international chess and checkers tournament. Host and organizer of the tournament was the Kętrzyn Commune.

DISCUSSIONS ON RESULTS AND FUTURE PROSPECTS OF HEALTH PROJECT IN MARIJAMPOLE

On 25-26 of June 2015 a final conference dedicated to the closure of the Project "Development of Co-operation in Order to Improve Health Safety of the Population of the Russia – Lithuanian – Polish Borderland" co-financed by the ENPI CBC Programme Lithuania-Poland-Russia 2007-2013 took place in Marijampole (Lithuania).

THE PROJECT "HIGH QUALITY SURGERY OVER BORDERS" IS FINISHED

On 19th of June 2015 an international closing conference under the project "High Quality Surgery over Borders" took place. The Project was launched in November, 2012. Partners of the Project are Regional Clinical Hospital of the Kaliningrad region (Russia), Immanuel Kant Baltic Federal University, Medical Department (Russia), University of Warmia and Mazury Medical Department (Poland), University Hospital of the University of Warmia and Mazury (Poland).

FINAL CONFERENCE UNDER THE PROJECT "GOOD GOVERNANCE AND COOPERATION - RESPONSE TO COMMON CHALLENGES IN PUBLIC FINANCE"

On 8-12 June, 2015, closing event “Faraway, So Close: Strangers, Soundscapes and Urban Rituals” was organised by the Klaipeda Culture Communication Center (KCCC) in the framework of the project “Close Stranger: promoting mutual understanding between population of Gdansk, Kaliningrad and Klaipeda through facilitation of exchange in the field of contemporary arts and culture” (LPR1/010/002) in Klaipeda (Lithuania). The interdisciplinary event combined three different genres: a conference, workshop and discussion, presentation and performance of artistic material for general public.

THE COUNTRY’S BEST LIBRARIAN LIVES IN MARIJAMPOLE

On 27th of April 2015 during the international conference “Library: Information and Knowledge for Everyone” at the Seimas of the Republic of Lithuania Alma Stockuviene, senior librarian of the Methodical department of Marijampole Petras Kriauciunas Public Library, has won a prize for the Best Librarian of the Year 2014 for development of innovative services for families. She also received a monetary prize from the Cultural ministry.

CLOSING CONFERENCE OF PROJECT LPR1/010/185 TOOK PLACE

The town of Taurage in Lithuania celebrated its City Festival on the 30th of May 2015. As part of the agenda of the festival, the closing conference of the project “Creation of Tourist Route from the Tilsit Peace Treaty of 1807 to Tauroggen Convention of 1812” was held. The mayor of Taurage District, Mr. Sigitas Miciulis, greeted the participants of the event coming from Lithuania, Russia, Poland and Germany. He expressed his satisfaction with the fact that Taurage had become nicer thanks to the project and with smooth private-public cooperation.

VISIT OF THE MONUMENT TO QUEEN LOUISE IN SOVETSK

On 18th of May 2015 the 5th meeting of the Lithuania-Russia 2014-2020 Programming Committee took place in Sovetsk, Kaliningrad oblast. Among participants of the meeting were representatives of the Lithuanian and Russian authorities and of the European Commission. Before starting the meeting they visited the Sovetsk central park where the monument of Queen Louise of Prussia was installed last summer. The sculpture duplicates the one that was installed in Sovietsk over a century ago. It was restored by masters of the St. Petersburg restoration workshop. It’s made of the same material as the original one - Carrara marble.

“FRIENDSHIPS” LIBRARY RECEIVES AWARD OF UNCONVENTIONAL LIBRARY

The competition for a Year’s award organised by the Association of Public Libraries of Municipalities of Lithuania has ended in April. The aim of this competition is to promote public libraries and their branches to work creative and innovative, to acknowledge their best achievements. In total 49 applications were submitted and jury has selected the best applications and presented them for award. 4 public libraries and 5 branches of public libraries were awarded.

«CLOSE STRANGER»: THE FINAL PRESENTATION OF RESULTS

On 8 April 2015 at 19.00, a final presentation of the results of the project «Close Stranger» took place in Kaliningrad at the Baltic Branch of the National Centre for Contemporary Arts (the attic of the «Kronprinz» barracks). The program of the presentation included an exhibition of some of the artworks produced for the project by artists Yuri Vassiliev, Artur Gogolkiewicz and Angelika Fojtuch; visual documentation of the “Close Stranger” exhibition and public art interventions in Kaliningrad, Gdansk and Klaipeda, and a concert of Kaliningrad sound artists participating in the project.

CONSTRUCTION OF SEWAGE TREATMENT FACILITIES HAVE BEEN FINISHED IN SKIRSNEMUNĖ (LITHUANIA)

In the period of 2007-2011, only a little bit more than a quarter of all sewages (27,6%) in Jurbarkas district were treated according the existing requirements. Therefore in 2007 seeking to reduce the pollution of the river Nemunas and enhance living conditions of the local people, Jurbarkas District Municipality, together with partner  - Neman District Municipality, started preparation works of the project “Ecological improvement of the river Neman – construction of waste water collection and treatment infrastructure in Skirsnemunė town in Jurbarkas district (Lithuania) and in Neman city (Russia)”.

LIBRARY FOR FAMILY WON COMPETITION TO PRESENT THE PROJECT DURING INTERNATIONAL CONGRESS

A modern family oriented library of Marijampolė – first in Lithuania” submitted by the Marijampolė Petras Kriaučiūnas Public Library for the competition to be presented during the Poster session of the 81st IFLA General Conference and Assembly.

IMPROVING OF LIVING CONDITIONS OF INHABITANTS IN THE CROSS-BORDER AREA IS A RESULT OF NEIGHBOURHOOD COOPERATION

Aiming at improving ecological condition of Marijampolė county the new sewage treatment plant was built as well as 6,229 km length of sewage and water pipes constructed in the village Ąžuolų Būda, Kazlų Rūda municipality of Marijampolė county. More than 18 km of water and sewage infrastructure constructed in Olecko (Poland) and technical documentation as well as feasibility study prepared for the renovation of the water and sewage infrastructure in Gusev (Kaliningrad district, Russia). The project implemented by Olecko, Gusev and Kazlų Rūda municipalities will have positive impact on the environment of the cross-border area reducing pollution of underground water and soil pollution in rivers of the region, consequently improving general living conditions of region population.

STEP CLOSER TO SAVE SOMEBODY’S LIFE

Conference held on February 16 2015 completed the implementation of project lead by the Provincial Integrated Hospital in Elblag (Poland). Project "Development of modern emergency medicine units through the infrastructure modernization, extending of decisions support systems and increasing medical benefits based on the cross-border cooperation" Hospital realized in cooperation with the City Ambulance Station in Kaliningrad (Russia).

HISTORY OF XIX CENTURY FOR FUTURE OF TOURISM IN TAURAGĖ AND SOVETSK

The project “Creation of Tourist Route from the Tilsit Peace Treaty of 1807 to Tauroggen Convention of 1812” (LPR1/010/185) is successfully coming to an end. Two towns will become more attractive to tourists after the end of the project: Tauragė in Lithuania and Sovetsk (historical Tilsit) in Kaliningrad Oblast, Russia.
In April the city of Sovetsk will receive 100 qualitative 3D printed small houses of the historic Tilsit. These houses will become part of a historic stand of Tilsit that will be opened for public by the city park. The town that was once known as Tilsit has already installed the Napoleon’s Lime Tree memorial, restored a monument to the Queen of Prussia Luise and renovated the city park during the project.

PROJECT “CLOSE STRANGER” WAS NOMINATED FOR INNOVATION PRIZE

On February, 12 a short list of nominees for the Innovation Prize, an all-Russian competition in contemporary visual art, was announced in Moscow. Among the selected in the nomination “Regional Contemporary Art  Project” is the "Close Stranger" project that is implemented by the Baltic Branch of the National Centre for Contemporary Arts (Kaliningrad, Russia), the Centre for Contemporary Arts «Laznia» (Gdansk, Poland) and Klaipeda Culture Communication Centre (Klaipeda, Lithuania) from 2013 to 2015.

STUDY VISIT IN KLAIPĖDA TO OVERVIEW PROJECT “RAINNET II” RESULTS

MUSEUMS OVER THE BORDERS – THE END OF THE PROJECT.

On November 2014 the realization of the project “Museums over the borders” – realized in the partnership of the Museum of Archaeology and History in Elblag and Museum of Friedland Gate in Kaliningrad came to an end. Museums over the borders was one of the biggest regular project in the Programme with budget of 3,8 mln euro. Project was officially closed during three day long final conference on the theme ”Modern methods of presentation of cultural heritage” connected with the bus tour for the journalist and tourist guides. Participants of the event where familiarized with the results of the project and visited the museums.

GREEN ENERGY FESTIVAL

Green Energy Festival was the biggest open public event prepared in the framework of a "Energy-efficient resource management – common models for small towns on the example of Kętrzyn and Svetly District" project.
The Festival held on September in Kętrzyn was a scene of final award giving for the youth and children participated in the two contests: drawing contest tilted: Energy-efficient Kętrzyn and writing  contest: Why is worth to save energy?

SERIES OF SEMINARS "HOW TO SAVE WATER" AT THE END OF THE PROJECT FROM OLECKO

Three expert seminars titled "How to save water" have been planned for the last stage of the project "Partnership for the protection of waters of the cross-border area of Lithuania, Poland and Russia" No.  LPR1/010/106. The first one took place lately in Olecko and was hosted by the Mayor of Olecko - Wacław Olszewski. The project is implemented by Olecko Commune (Poland), Administration of Kazlu Ruda Municipality (Lithuania) and Administration of Gusev District Municipality (Russia).

FINAL CONFERENCE OF THE PROJECT „JOINT ACTIONS FOR SOLVING OF JOINT YOUTH PROBLEMS“

The final conference on youth thematic of the project „Joint actions for solving of joint youth problems“ (No. ILPR.02.02.00-72-186/10-00) took place in Pagėgiai Culture Center (Lithuania) on the 5th of December 2014. The project has been implemented by Administration of Pagegiai Municipality (Lithuania) together with partners Administration of Silale District Municipality (Lithuania) and Administration of Sovetsk City District (Russia).
Conference started with the welcome speech of Virginijus Komskis, Mayor of Pagėgiai municipality. Youth culture groups from Pagėgiai and Sovetsk danced and sang for conference participants.

YOUTH STUDY VISIT IN KALININGRAD

On the 6th and 7th of November 2014 study visit took place in Kaliningrad (Russian Federation). 

During these two days of youth study visit “Kaliningrad Regional Children-Youth Centre for Environment, Local Lore and Tourism” was introduced to the participants (30 persons, of which 15 from Lithuania and 15 from Kaliningrad district of Russian Federation), they had visited the Maritime Museum and the Laboratory of Biotechnology of the Kaliningrad State Technical University. Information about present and future of the Nuclear Energy was introduced to the them as well, eventually participants had the tours at ”Friedland Gates” Museum and Museum of the World Ocean. 

The activities were organised implementing project No. ILPR.01.01.00-72-110/10 „Improvement of water purity of the Baltic Sea through development of water management systems – II stage (RAINNET II)”.  

PAGĖGIAI TOURISM INFORMATION CENTRE INVITES TO EXPERIENCE 3D IMPRESSIONS AND TO VISIT PAGĖGIAI LAND

On the 11th of November 2014, the closing conference of the project “Development of tourism information system and cultural tourism infrastructure in Pagegiai-Sovetsk cross-border region” (LPR1/010/040) took place in Vilkyškiai (Lithuania).

At the start of the event, the Tourism Information Centre (TIC) of Pagėgiai municipality was oficially inaugurated. The TIC was equipped and established as a result of the project in in the building of the old primary school of Vilkyškiai, one of the most beautiful towns of Pagėgiai municipality. It was in the premises of the TIC, where the final conference of the project took place.

The mayor of Pagėgiai municipality Virginijus Komskis and other guests made welcome speeches. The directors of the Pagėgiai and Sovetsk (Russia) tourism information centres signed the cooperation agreement. The Marketing strategy of the Pagėgiai TIC, prepared as part of the project, too, was presented and discussed.

FINAL PROJECT CONFERENCE DEMONSTRATED RECONSTRUCTED STADIA IN ŠILALĖ AND MAMONOVO

The final conference of the project “Promotion of international social relations in the Šilalė – Mamonovo municipalities through sport” (No. ILPR.02.02.00-72-019/10-00) took place on 6-7 November, 2014, in Šilalė. The conference was organized by the Beneficiary – Administration of Šilalė district municipality.Conference started with welcome performance of ensemble of kanklės’ (Lithuanian string instrument) teachers of the Šilalė art school. Mayor of Šilalė district municipality Jonas Gudauskas and Oleg Rodin, deputy head of Mamonovo town administration (Kaliningrad region, Russia) delivered welcome speeches and stressed importance of the project for both municipalities and cooperation of these municipalities, development of international relations.

PUPILS FROM KĘTRZYN SCHOOLS IN KALININGRAD.

Within the framework of Polish-Russian exchange of young people in the project “Improvement of the attractiveness of north-eastern Poland and Kaliningrad Region by developing and promoting shared tourist trails" on 17 October pupils from the Primary School No. 1 and Middle School No. 3 of Kętrzyn traveled to the Kaliningrad. The main attraction of a visit to the Kaliningrad region were "live history lessons”  concern on the history of the  castles of the former East Prussia, organized by the Museum of Friedland Gate in Kaliningrad. They were combined with the projection of three-dimensional film of the former Königsberg and the life of the city before World War II.

YOUTH ECO-FORUM IN KALININGRAD

Schoolchildren from Kaliningrad and Klaipeda took part in the youth eco-forum which was opened on 26th of October 2014. During two days of work they studied main problems related to the pollution of the Baltic Sea and developed their own recommendations how to prevent it.
Among the experts participated in the Forum were scientists from the I. Kant BFU, specialists of the environmental organizations and Kaliningrad Zoo. The Forum was attended by members of the Lithuanian environmental organizations as well.

OPENING OF A NEW TOURISM INFORMATION CENTER IN SOVETSK

New tourism information center was opened on 24th of October 2014 in Sovetsk. It became possible thanks to the project "Development of tourism information system and cultural tourism infrastructure in Pagegiai-Sovetsk cross-border region" being implemented in the framework of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013. The center is located in renovated premises of the former youth library on Lenin Street.

CURATOR FROM KALININGRAD TO PRESENT HIS EXHIBITION ″9000 KM″ IN KLAIPĖDA

At 6 p.m. on Friday, October 10th, the Exhibition hall of Klaipėda Culture Communication Centre (KCCC) at Didžioji Vandens street, 2, is to open exhibition ″9000 km″ as part of the project ″Close Stranger″ (ILPR.02.02.00-96-002/10-00). The exhibition reviews a social and cultural panorama of Russia as the result of work that Yevgeny Umansky, Kaliningrad-based curator, has carried out over many years.

FINAL CONFERENCE OF PROJECT RECONSTRUCTION OF THE NATIONAL ROAD NO. 65 WITHIN THE GOŁDAP – KOWALE OLECKIE SECTION

ACTIVE YOUTH ALIVE MONUMENTS – THE LAST ACTIVITIES IN THE PROJECT

In the framework of a project realized in the partnership of administration of subregions of Suwałki, Kalwaria (Lithuania) and Oziersk (Kaliningrad, Russia; LPR1/010/150) in June was organized III International Youth Camp. Youth from Lithuania, Poland and Russia had the opportunity to learn the attractiveness of Suwałki and the Suwalski Landscape Park, take a trip on historic Wigry narrow-gauge train and flow on canoe on the Rospuda River. In Labor Activity Center in Lipiniak the art workshops where organized. On August the same camp had been organized in Oziersk.

MEDAL COURTS FOR THE DISABLED KIDS

In Special School-Educational Center in Węgorzewo was opened the sports hall with the social facilities, fenced grass pitch for the soccer, multifunctional sports field with artificial surface for volleyball,  basketball and tennis and the playground. Beneficiary of the project Węgorzewski Poviat (LPR1/010/152) on the 30 July organized the picnic for children from Węgorzewo and Oziersk. Official guests of the event where representatives of local authorities of Węgorzewo and Oziersk.

On August 19-23, 2014, 30 young people participated in Ecological Camp in Klaipeda (Lithuania), 15 from Klaipeda Region and 15 from Kaliningrad Region. The camp was dedicated to ecological / environmental education. The activities were organised within the framework of the project No. ILPR.01.01.00-72-110/10 „Improvement of water purity of the Baltic Sea through development of water management systems – II stage (RAINNET II)”.

THE FAMILY SPORT CAMP IN MAMONOVO

YOUTH CAMP IN PAGĖGIAI

On 4-10 August the international youth sport camp was organised in Mociškiai (Pagėgiai municipality, Lithuania). In total 36 participants from Šilalė district (Lithuania), Pagėgiai municipality (Lithuania) and Sovetsk city (Kaliningrad district, Russian Federation) took part in the camp.

INAUGURATION OF THE SPORT COMPLEX IN PAGĖGIAI

On the 9th of August, 2014, in the Municipality of Pagėgiai (Lithuania) next to the Pagėgiai basic school the sport complex was opened together with partners of the project “Joint actions for solving of joint youth problems“ from Šilalė (Lithuania) and Sovetsk (Kaliningrad district, Russian Federation).

The sport complex consists of fields for mini football, basketball and skateboards.

THE INTERNATIONAL CROSS-BORDER CULTURAL AND CULINARY FESTIVAL IN KALININGRAD REGION

On the 2nd of August Slavsk, the city in Kaliningrad oblast, was hosting the International Cross-border Cultural and Culinary Festival which became one of the vivid activities of the project ‘Support and Development of Rural Entrepreneurship: from local experience to cross-border cooperation’ under EC-financed Lithuania-Poland-Russia ENPI Cross-Border Cooperation Programme 2007-2013.

Numerous guests and participants of the Festival, making altogether over 700 persons, represented Kaliningrad oblast, Lithuania and Poland.

FINAL CONFERENCE OF THE PROJECT „COOPERATION IN BUILDING UP A LIBRARY FOR FAMILY”

The final conference of the project „Cooperation in building up a library for family” (No. ILPR.02.02.00-72-167/10-00) took place on the 7th of August, 2014, in Marijampole. The conference was organised by the Beneficiary, Marijampole Petras Kriauciunas Public Library (Lithuania).

The vice-mayor of Marijampole municipality Sigitas Valančius in his welcome speech stressed that the library is not only a place for information, but also space for education and leisure time for a family.

OPENING OF THE MONUMENT OF QUEEN LOUISE IN SOVETSK

INTERNATIONAL COMPETITIONS IN EXTREME SPORTS IN SOVETSK

OPENING OF AN INFORMATION DESK IN THE AIRPORT “KHRABROVO”

On the 4th of June 2014 in the airport “Khrabrovo” (Kaliningrad, Russia) an information desk of the Regional tourism information center started to work. It was purchased using the funds of the Project LPR1/010/003 "Tourism Information Network (TourInfoNet)".

Now tourists can get all the information about staying in the Kaliningrad region since the first minutes of their arrival to Kaliningrad. There are maps of the city and the region, tourist routes and events calendars at the information desk. All the materials are free of charge.

TOURIST OLYMPIC GAMES IN PALANGA

On 30 May – 1 June, 2014 Tourists Olympic Games was held in Palanga as part of the project “Baltic Touristic Games – know-how for development of tourism potential of Baltic Region” (No. LPR1/010/181).

Three days – from Friday till Sunday – professional and non-professional athletes, as well as healthy lifestyle people competed with each other in Palanga. Everybody could join to the participants of the Olympic Games.

THE MODERNISED „FRIENDSHIP“ (DRAUGYSTĖ) LIBRARY WAS OPENED IN MARIJAMPOLĖ

On the 30th of April 2014 in the framework of the Project “CROSSROADS 2.0” – “Lagoons as crossroads for tourism and ineraction of peoples of South-East Baltic: from the history to present” being implemented in the framework of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 an opening of the open-air museum of the Viking Age “Ancient Sambia” took place. The concept of the museum appeared in 2005 in the I. Kant Baltic Federal University (Kaliningrad, Russia). In the meantime the technical documentation for construction of the museum in the National Park “Curonian Spit” was prepared.

FIRST WORKSHOP FOR DEVELOPMENT OF SKILLS FOR FAMILY INTERCOMMUNICATION

On April 18th in electronic reading room of the Chernyakhovsk city library the workshop on the subject “Psychological aspects of communication and self-knowledge in the family” was held. This became the first lesson within the programme of informal teaching, which was developed by Zivile Advilonene, doctor and assistant professor of the Vytautas Magnus University and Marijampole College as part of the action plan of the international project “Cooperation in building up a library for family” (No ILPR.02.02.00-72-167/10-00) within the CBC ENPI Lithuania-Poland-Russia 2007-2013 Programme.

SPORT EXERCISES OF DISABLED PERSONS IN ŠILALĖ

In March – April 2014 sport exercises were organised for disabled persons in Šilalė. 20 disabled persons took place in 8-weeks long training. For this training following sport equipment was acquired: rhythmic gymnastics balls and hoops, dartboards and darts, skittles. The exercises were conducted by qualified trainer and instructor Ilona Česaitienė, who has increased her professional competence during a lot of Pilates theoretical and practical trainings.

THE NEW UNIVERSAL SPORT HALL OPENS IN PALANGA

PROTECTIVE BELTS WERE PUT ON 50 CHESTNUTS

“Spring days of save the chestnuts” were held on the 9th of April 2014 in the garden on Moscow avenue (Kaliningrad). This activity was organized in the framework of the Project LPR1/010/079 “Citizens with Ecoinitiative” being implemented under the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013. Environmental professionals placed special protective belts on the trunks of 50 trees.

VISTULA LAGOON AS A WATER AREA OF DEVELOPMENT

An exhibition devoted to the Vistula lagoon took place in the Russian Centre of Science and Culture (Gdansk, Poland) from the 18-31 of March 2014. It was organized in the framework of the Project LPR1/010/143 "Opportunities and Benefits of Joint Use of the Vistula Lagoon".

During the exhibition the works of the Kaliningrad photographer N. Yagunov were presented as well as debates on problems of use of the potential of the Vistula Lagoon in joint cooperation of Russian and Polish scientific institutes, state agencies, local authorities, businesses and residents of the Vistula Lagoon region were conducted.

CONSTRUCTION OF BAGRATIONOVSK SPORTS CENTER AWAITS ITS CONTRACTOR

On March 25th 2013 Administration of Bagrationovsk district announced the tender for construction of a two-storey sports and recreational center on Sportivnaya street in the town of Bagrationovsk. Announcement of tender is already published on trade platform.

Starting price of the contract is 50 mln. of Rubles (1 mln. of Euro). The construction will be financed within the limits of the project No. LPR1/010/102 “The cross border areas and cooperation development supported by the construction of sports infrastructure in Górowo Iławeckie and Bagrationovsk”.

RECONSTRUCTION OF SUBSTATION BUILDING OF THE KALININGRAD CITY AMBULANCE.

Works for reconstruction of the building of ambulance station in Kaliningrad within the limits of the project “Development of modern ambulance station based on the reconstruction of infrastructure, increase of medical assistance and experience in cross-border cooperation region” advance as they were planned. Substation of Leningradskiy district on Narvskaya street is the last building where before the start of the project no foot of a builder tread – it was built before the WWII, last repair were made during the Soviet period.

In January 2014 the construction of water supply system in Kukowo and the sewerage Olecko – Kukowo carried out by the companies PPUH BUDAMEX M. TWO NEW MOBILE X-RAY CONTROL SYSTEMS WERE LAUNCHED ON THE LITHUANIAN - RUSSIAN BORDER

In the end of 2013 two new mobile x-ray control systems were launched in border control points of Kybartai and Panemune.

During the first month more than 1000 vehicles were checked, a few kilos of drugs were seized, illegally transported fuel and 356734 packs of contraband tobacco products were found.

FREE MEDICAL EXAMINATIONS IN KĘTRZYN AND OZYORSK

SOLAR ENERGY IN THE SERVICE OF SWETLJY MUNICIPALITY

Works on design, installation and commissioning of a solar station (a water heater) in the kindergarten #9 (Swietlyj) were made in the framework of the Project “Energy-efficient resource management - common models for small towns on the example of Kętrzyn and Swietłyj”. The solar water heater is a kind of the solar energy collector which is used for production of hot water and heating by absorption of solar radiance, its conversion to heat, accumulation and final transfer of heat to consumers.

CONTINUING PROJECT “BORDERLAND ATLANTIS – TRANSBORDER CULTURAL TRAIL” LITHUANIAN, POLISH AND RUSSIAN YOUTH HAD MET

On the 31th of October to 6th November youth from Poland, Kaliningrad Oblast (Russia) and Lithuania gathered in Kėdainiai Multicultural Center (Lithuania) to participate in the partners meeting – creative camp which was conducted in the frame of the project “Borderland Atlantis – transborder cultural trail” (LPR1/010/156). They had not only participated in educational workshops, find out about Kėdainiai region history, archaeology, multicultural heritage and literature, Lithuanian ethnical culture and crafts, but had also visited School of Art, regional museum and main tourist objects.

TRILINGUAL SPECTACLE „ROMEO AND JULIET”

International premiere of spectacle "Romeo and Juliet" by William Shakespeare took place on 10 November 2013  in the Aleksander Sewruk’s Drama Theatre in Elblag (Poland). INNOVATIVE HEART FAILURE EARLY DETECTION SYSTEM IN THE PROVINCIAL INTEGRATED HOSPITAL IN ELBLĄG

THE LAST GRANT CONTRACT HAS BEEN SIGNED RECENTLY AND THE PROJECT IS READY TO START IMPLEMENTATION

The last Grant Contract for co-financing of the activities of the large scale project “Ecological improvement of the river Neman – construction of waste water collection and treatment infrastructure in Skirsnemunė town in Jurbarkas district (Lithuania) and in Neman city (Russia)” has been signed. The Beneficiary of the project – Administration of Jurbarkas District Municipality (Lithuania) and its partner – Administration of Neman District Municipality (Russia) – will get substantial sum of 8,140,000.00 euro for co-financing the activities aimed at improvement of ecological situation of the target area. The total budget of project is 17,275,042.44 euro and the grant makes up 47,12 % of the total budget of the project.

JURBARKAS HOSTS THE VISITORS

THE REALIZATION OF PROJECTS WITH THE INVOLVEMENT OF OZERSK CONTINUES

Within the limits of fulfillment of contractual obligations between administration of municipal formation Ozersk District and Kętrzyn Community under the international project “Health is the most important - health prophylactic of inhabitants in Oziersk and Kętrzyn Community” (ILPR.02.02.00-28-151/10-00) the first signed local government contract for independent audit of financial activity of municipality in the project with limited company “Baltiyskiy Centr Audita”. Within the limits of the same project administration also signed municipal contract for the delivery of mobile scanner for ultrasonic examination. Ozersk Central District Hospital will train one specialist to work on the equipment in accordance with another municipal contract signed between Hospital and district administration. After the training 1000 women will be medically examined in order to detect female oncological diseases with further appointment of several samples for pathology report.

MOBILE INFORMATION STANDS IN KALININGRAD

International project TurInfoNet, on-going under Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme 2007-2013, volunteered installation of mobile information stands in Kaliningrad. They can be found in the places of most popular tourist attractions – near the Kaliningrad Zoo, Museum of World Ocean, Pobedy Square and Amber Museum.

The value of the works contract amounts to 70,066 million Litas (20,293 million Euros) excluding V.A.T., and V.A.T. paid to the budget of the Republic of Lithuania amounts to 14,714 million Litas (4,261 million Euros). The project “Construction of Panemune and Sovetsk by-pass with a bridge over Neman River” is co-financed with the fund of the Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme 2007-2013, the grant amounts to 34,528 million Litas (10 million Euros).

FESTIVE CEREMONY TO START RECONSTRUCTION WORKS OF THE MAMONOVO STADIUM

On the 12th of June, 2013, the stadium was released for the reconstruction during the festive ceremony in Mamonovo (Kaliningrad region, Russia). The deputy mayor of the Municipality of Šilalė (Lithuania) Raimundas Vatiekus and director of the administration Valdemaras Jasevičius took part in the event. The sport event was held in Svetlogorsk (Russia), in 28-30 June 2013, financed by the Lithuania-Poland-Russia ENPI CBC Program 2007-2013, from the project “Baltic Touristic Games – know-how for development of tourism potential of Baltic Region”, organized by project partners (Svetlogorsk District Municipality). ON THE WAY TO IMPROVE CROSS-BORDER CONNECTIONS

On May28th, 2013 Joint Managing Authority ratified the start of another infrastructure project under the long title speaking for itself “Improving cross-border connections between Poland and Russia through the reconstruction of the voivodeship road No. 591 the State Boundary – Barciany – Kętrzyn – Mrągowo; the phase I: surface reinforcement of the DW 591 road section from Kętrzyn to Mrągowo”. Project was created by the self-government of the Polish Voivodeship of Warmia and Mazury, which now in the stage of measures’ implementation serves as the beneficiary of the action. Project activities also involve efforts of the local municipal administration of Bagrationovsk city of Kaliningrad region which acts as the partner. Project budget consists of 5.620.596,32 euro. Unlike the situation in other projects partner contribution in this Action equals to 28.90% thus decreasing the Programme investment. Programme contribution totals to 3.996.243,98 euro (71.10% respectively).

During April – May of 2013 within the limits of the project “Support and development of rural entrepreneurship: from local experience to cross border cooperation” on the base of the Warmia and Masuria Center of Agricultural Advisory Support in Olsztyn (Poland) several working and partner meetings were organized and delivered. Meetings were attended by representatives from all institutions from Russia, Lithuania and Poland, which are involved into the project’s implementation. Main issues, which were discussed during the events, became preparation of reporting documents, organization of study tours for Polish and Lithuanian farmers on the territory of Kaliningrad region and Poland, organizational and substantive matters of delivering of projects events, preparation to the culinary fest on July 26-27 2013 in Bartoszyce (Poland).

Training meetings for Polish and Russian physicians of different specialties took place in Kaliningrad (Russian Federation) on May 31 on the base of Kaliningrad regional clinical hospital and in Olsztyn (Poland) on June 4 on the base of Kętrzyn poviat hospital and health care institution Warmia-Mazury Cancer Center. To any extent these meetings were related to the prevention and treatment of female cancerous diseases and thus were united under the joint slogan “Health is the most important - health prophylactic of inhabitants in Ozyorsk and Kętrzyn Community”. One of the last regular projects “Multicultural dialog – Multicultural theatres – strengthening social and cultural integration of border areas” was launched on 16 March 2013 after the Joint Managing Authority, presented by the Ministry of Regional Development of Republic of Poland, countersigned Grant contract with project’s lead partner – Aleksander Sewruk’s Theatre from Elbląg (Poland). On February XX 2013 Polish Ministry of regional development signed the grant contract for implementation of the project “Close neighbours in 21st century – new communication and perception”. Recently Joint Managing Authority, represented by the Polish Ministry of regional development and administration of Pagegiai municipality (Lithuania) countersigned the Grant contract for financing of the project “Development of tourism information system and cultural tourism infrastructure in Pagegiai-Sovetsk cross-border region”. As it seen from the title Pagegiai municipal authorities are not acting alone while contributing to the development of programme measure 2.1. Lead partner of the project involved municipal administration of Sovetsk City District (Russia) in its implementation as the junior partner. Together they will get 508.260,80 euros from the ENPI CBC Lithuania-Poland-Russia Programme funds for organization of main events within action plan of the project.

ONE MORE PROJECT PROMOTING HEALTHIER LIFE-STYLE THROUGH SPORT WILL BE IMPLEMENTED

In February 2013 Administration of Jurbarkas District Municipality and Joint Managing Authority presented by the Ministry of Regional Development of Poland had signed the second Grant Contract for implementation of one more project co-financed by Lithuania-Poland-Russia ENPI CBC Programme 2007-2013. The project “Infrastructure Development and Cooperation in Health Education” will be implemented together with two partners: Administration of Neman Municipal District (Kaliningrad Region, Russia) and District Authority for the Management of Schools and Educational Institutions from Giżycko, Warmińsko-Mazurskie Province (Poland). The partner institutions from the Programme co-financing will get in total 2.674.289,54 euro or up to 90% of the total project value to reach the estimated goals and implement main project activities.

SEWAGE WATER TREATMENT IN ACCORDANCE WITH MODERN EUROPEAN STANDARDS

On January 21st 2013 one more large scale project was signed. Administration of Slavsk municipal area of the Kaliningrad acts as the Beneficiary of the action entitled “Building of sewerage and waste water treatment plants and construction of water supply networks in the border area between Kaliningrad region and Lithuania”. Total budget of the project is 8,159,805.91 euro. The ENPI CBC Lithuania-Poland-Russia Programme provides 81.94 per cent of this sum. According to the terms of the co-financing for large scale projects beneficiary and its partners (municipal administrations of Silute district and Silale district of Lithuania) will ensure 18.06 per cent of total budget of the action.

VIDEO COMMUNICATIVE TECHNOLOGIES ENTER MODERN EDUCATIONAL PROCESS

Grant Contract for implementation of the project aimed at expanding the educational area in the Programme’s region was signed on 30 January 2013. The project “Cross-Border Cooperation in school TV’s organization in Baltic region” was developed by educational secondary school No. 31 of Kaliningrad (Russia). It also involves into action Klaipeda public school “Santarve” (Lithuania) and “Children's house-school” of Sovetsk district of the Kaliningrad region (Russia) which are acting as the project’s partners. The partner institution will get in total 466.679,46 euro of the Programme co-financing for implementing main project activities which will make up for 89% of the total project value.

PROGRAMME IS FINANCING FIRE SAFETY IMPROVEMENT PROJECT

The socio-economic development of Kaliningrad region of Russia and Marijampole county of Lithuania causes the risks for appearance of serious life, property and natural environment threats, first of all consisting of such accidents like fires, road and train crashes and floods. That is one of the main reasons why Šakiai district municipality administration (Lithuania) launched its project “The improvement of environmental situation of Šešupė river basin by strengthening the fire safety areas”. It was specifically initiated due to poor level of technical equipment of rescue service units in Lithuania and Russia and lack of effective fire fighting knowledge on the cross-border territory.

On 28 December 2012 Ms Iwona Brol, Director of the Territorial Cooperation Department in the Ministry of Regional Development of the Republic of Poland, and Director of the Lithuanian Road Administration under the Ministry of Transport and Communications Skirmantas Skrinskas signed the Grant Contract for investment into the project under the title “Construction of Panemune and Sovetsk by-pass with a bridge over Neman River” which was submitted under the Measure 1.2 "Accessibility improvement". This is the second large scale project which will be provided with ENPI CBC Lithuania-Poland-Russia co-financing – in this particular case for improvement of traffic conditions of the IA Pan-European Transport Corridor.

TOURISM ATTRACTIVENESS IN THE PROGRAMME AREA AS A PRIMARY GOAL

The project entitled “Tourism Information Network” or shortly TourInfoNet, prepared under the category of tourism development, has been recently signed. Grant contract for co-financing of the project’s main activities was signed by the JMA on January 21st, 2013 and co-signed by the Benificiary on 28 December 2012. The Application was elaborated in close cooperation between its lead partner –Regional Tourist Information Center of Kaliningrad region of the Russian Federation – and other partners which are regional and municipal tourism information centers which represent three Programme countries – Lithuania, Poland and Russia – and some Programme areas – Klaipeda County, Pomorskie and Warmian-Masurian Voevodship and Kaliningrad region. Total budget of the action is 352.585,50 euros which is to be spent of the project’s activities during 22-months period – project will be finalized in October 2014.

CLOSE STRANGERS – KALININGRAD, GDANSK AND KLAIPEDA – JOIN FORCES TO BECOME ARTISTICALLY AND CULTURALLY ACQUAINTED

The Joint Managing Authority of the Programme signed grant contract on co-financing with Baltic Branch of the National Center of Contemporary Arts of the Russian Federation, situated in the Kaliningrad region. Previously in 2010 the Branch of the Center acting as a lead partner submitted a proposal in the field of cultural development under a symbolic title “Close Stranger: promoting mutual understanding between population of Gdansk, Kaliningrad and Klaipeda through facilitation of exchange in the field of contemporary arts and culture”. The proposal was developed within Measure 2.2 aiming at development of human potential in the sphere of national and international cultural education. The total budget of the action is 873.795,59 euro whereas the Programme’s contribution comes to 88% - 768.940,12 euro.

“BORDERLAND ATLANTIS” – NEW NAME ON TOURIST ROUTS MAP

Polish Borderland Foundation together with several partners including cultural associations from Russia, Lithuania and Poland submitted the project of the title “Borderland Atlantis – transborder cultural trail” under the measure 2.1 – tourist development which  recently has been signed by the JMA of the ENPI CBC Lithuania-Poland-Russia Programme. LOCAL PARALYMPICS WILL BE PREPARED AND ORGANIZED BY ONE OF THE PROGRAMME’S BENEFICIARIES

Recently Joint Managing Authority signed the grant contract for implementation of the project with the title of “The towns of Kętrzyn and Svetly as Cross-border Physical Culture Centres thanks to the development of the public services connected with the integration of the sensitive Groups with the help of active cross-border cooperation”. The beneficiary of the action represented by the municipal administration of the Polish town Kętrzyn and its partner from Russia – municipal administration of Svetly (the Kaliningrad region of the Russian Federation) – will get 547 012.68 Euro from the ENPI CBC Lithuania-Poland-Russia Programme and also should ensure 10% of their own financial contribution thus making the total budget of the action of 607 791.87 Euro.

TWO MUNICIPALITIES IN LITHUANIA AND RUSSIA UNITE TO IMPROVE ENVIRONMENT IN THE REGIONS

The project “Improvement environmental at the Lithuanian – Russian border” with the total budget of 4,318,344.90 EUR aimed at the sustainable use of environment was launched. Programme’s contribution equals to 3,886,510.41 EUR. Substantial part of the financing will be devoted to the implementation of the infrastructural activities. Project foresees the joint actions of municipal administrations of Klaipeda (Lithuania) and Neman municipal district (Russia).

THE BALTIC SEA WATER PURITY IS OUR COMMON TASK

Together with two partners - Administration of the municipality of Svetlogorskiy district (Russia) and State autonomous educational institution of children additional education "Kaliningrad Regional Children – Youth Centre for Environment, Local Lore and Tourism” (Ecological centre) (Russia) – it will be united for implementation of the Action for the next 24 months. For realisation of the project activities three institutions will receive EU financing amounting to 3,599,937.00 EURO.

MALBORK JOINS THE LIST OF SUCCESSFUL BENEFICIARIES WITH ITS TOURISM DEVELOPMENT PROJECT

PROMOTION OF THE ENTREPRENEURSHIP IN THE PROGRAM’S AREA

The project aimed at the reconstruction of several public recreational areas in Poland and Russia “Improvement of public areas' infrastructure to increase tourism attractiveness in the cross-border region” was signed by the Joint Managing Authority of the ENPI CBC Lithuania-Poland-Russia Programme on 02 January 2013. It was elaborated by the administration of Suwałki town (Poland) and submitted for approval under measure 2.1 – tourism development. During the 18-month implementation stage Suwałki administration plans to integrate the efforts of two Russian partners - Administration of the municipal entity "Chernyakhovsk Urban Settlement” and Administration of Guryevskiy Municipal District. They are expecting to receive the grant amount of 1,850,272.61 Euro and invest 10% of their own funds so that the total budget of the action will constitute 2,055,858.46 Euro.

THE TOURISTS WILL BE ABLE TO ENJOY TWO MORE REDECORATED PARKS IN THE LITHUANIAN-RUSSIAN BORDER REGION

MODERNIZATION OF EMERGENCY MEDICINE IS THE GUARANTEE FOR SUSTAINABLE SOCIAL DEVELOPMENT

On 28 Decemebr 2012 JMA signed grant contract for co-financing of the health development project within the measure 2.2 with total budget of 2.188.386,27 euros. Action under the title “Development of modern emergency medicine units through the infrastructure modernization, extending of decisions support systems and increasing medical benefits based on the cross-border cooperation” will consolidate the efforts of two health institutions - Provincial Integrated Hospital in Elbląg (Poland) acting as the beneficiary and City ambulance station of Kaliningrad (Russia).

2.9 MILLION EURO OF PROGRAMME’S FUNDS WILL BE SPENT FOR RECONDITIONING OF MONUMENTS

In 2010 administration of Suwalki District (Poland) had submitted its project “Active young people alive monuments” under the Measure 2.1 – the development of tourism in the Programme’s area. Later it was approved for implementation by the Joint Monitoring Committee and after all necessary corrections and updates signed by the Joint Managing Authority of the ENPI CBC Programme Lithuania-Poland-Russia – Polish Ministry of regional development. Administration of Suwalki District will be granted with substantial sum of 2,985,350.06 Euro providing 10% of this amount from its own financial sources to observe one of the main motivational principles of the Programme.

HISTORIC AND CULTURAL HERITAGE OF POLAND AND RUSSIA AS THE OBJECT FOR PROGRAMME’S INVESTMENTS

Joint Managing Authority presented by the Ministry of regional development of Poland and Association of Communes “Polish Gothic Castles” countersigned the project aimed at improvement of the attractiveness of Warmia and Mazury Voivodeship of Poland and Kaliningrad region of Russia by developing and promoting the shared tourist routes which is clearly stated in it title – “Improvement of the attractiveness of north-eastern Poland and Kaliningrad Region by developing and promoting shared tourist trails”. The budget of the project is not that ambitious due to the soft nature of its actions and equals to 128,000.00 Euro including 12800 Euro (10%) of Partners’ co-financing. Project will be jointly implemented by several Polish and Russian partners among them the Agency for Tourism of the Kaliningrad region Government (Russia), the Government of Warmia and Mazury Voivodeship and Commune of Olsztyn (Poland).

TOURISM DEVELOPMENT AS THE TOOL FOR GOOD-NEIGHBOURLY INTERNATIONAL RELATIONSHIP

PROJECT ON OPPORTUNITIES OF JOINT USE OF VISTULA LAGOON HAVE BEEN SIGNED

Project with the title of “Opportunities and Benefits of Joint Use of the Vistula Lagoon” was signed by JMA in the name of Polish Ministry of Regional Development. This project was prepared by the Maritime Institute of Gdansk (Poland) acting as its beneficiary together with several partners from Poland and Russia representing educational institutions and bodies of local government. Total budget of the action consists of approximately 1.07 million Euros while 90% of this sum is granted by the European Community. During 24 months managers of the project will implement series of soft activities aimed on the intensification of socioeconomic cooperation among regions of Vistula Lagoon which in itself compose the overall objective of the action.

THE LITHUANIA-POLAND-RUSSIA ENPI CBC PROGRAMME TAKES PART IN PERPETUATION OF THE COMMON LITHUANIAN-RUSSIAN HISTORY

The Ministry of Regional Development of the Republic of Poland acting as the Joint Managing Authority of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 together with the Tauragė District Municipality Administration countersigned the project aimed for perpetuation of the common Lithuanian-Russian historical events. The project “Creation of Tourist Route from the Tilsit Peace Treaty of 1807 to the Convention of Tauroggen of 1812” is fully related to the preservation of history of the remarkable years of the Napoleon age in the region of the Programme. The total budget of the project is 2 888 888.89 Euro including 90 percent of the EU contribution which equals to 2 600 000.00 Euro. The project will be implemented during the next 24 months by the Tauragė District Municipality Administration (Lithuania) and its partner the Administration of Sovetsk City District (Russia).

LAUNCHING OF THE SPORTS INFRASTRUCTURE PROJECT

Grant Contract for 3.8 million Euro of ENPI Lithuania-Poland-Russia CBC Programme co-financing has been countersigned with municipality of Górowo Iławeckie in Poland. Infrastructural project “The cross-border areas and cooperation development supported by the construction of sports infrastructure in Górowo Iławeckie (Poland) and Bagrationovsk (Russia)” will develop the human potential by improving social conditions and educational opportunities specifically by providing modern educational and social sport infrastructure on the cross-border area and integration of the community from these areas through joint organization and realization of several sports events. Main goal of the project is to create dynamic, educated, healthy and safe society by solving the problems arising from the insufficient accessibility of the social and educational infrastructure, and improvement of the quality of the sports education and integration of the population of the project areas.

AUTOMATION OF THE PUBLIC FINANCE MANAGEMENT SYSTEM

The Ministry of finance of the Kaliningrad region (Russia) submitted the project by the title “Good governance and cooperation - response to common challenges in public finance” under measure 2.2 – Development of human potential by improvement of social conditions, governance and educational opportunities. This project was approved by the JMA (the Ministry of regional development of Poland) and the Grant Contract for the allocation of EU co-financing was finally signed on 21 November 2012. Apart from the ministry of finance of the Kaliningrad region acting as the beneficiary of the project, partners from Poland – the municipalities of Gdansk and Gdynia – are also involved into the project implementation. The amount of grant is 1,149,060.85 Euro. The beneficiary and its partners shall contribute 10% to make the total budget of the action 1,276,734.27 Euro.

THE ENPI CBC LITHUANIA-POLAND-RUSSIA PROGRAMME SUPPORTS THE DEVELOPMENT OF HIGH-TECH MEDICAL HELP

One of the basic problems which the medicine of the two border regions of the Programme – the Kaliningrad region of Russia and the Warmia-and-Mazurian Voivodeship of Poland – is facing is the problem of providing their population with high-technology treatment performed by the highly qualified skillful medical personnel. The project under the title of “High Quality Surgery over Borders” was designed to solve this problem. Its beneficiary – Regional Clinical Hospital of the Kaliningrad region (Russia) – will receive the grant amount of 2 000 000.00 Euro from the ENPI CBC Lithuania-Poland-Russia Programme 2007-2013 for implementation of the project. Total budget of the Action equals to 2 222 222.22 Euro because it also includes 10% of Beneficiary’s own funds.

VISTULA AND CURONIAN LAGOONS AS THE PLACES FOR TOURISM INFRASTRUCTURE DEVELOPMENT

Project titled “Lagoons as crossroads for tourism and interactions of peoples of South-East Baltic: from the history to present” or shortly (CROSSROADS 2.0) has been recently signed by the Joint Managing Authority in the name of the Polish Ministry of regional development and Immanuel Kant Baltic Federal University (Russia). This project can be called the record-breaking one as it unites 13 Partner organizations from Russia, Poland and Lithuania, which are represented by educational institutions, cultural facilities, municipal administrations and non-commercial associations aimed at social, cultural and scientific development. Project will be implemented during next 24 months and it will be contributing to Measure 2.1 – tourism development. Total eligible costs of the action are 1 840 847.80 Euro. 1 656 763.02 Euro will be co-financed by European Union.

WEGORZEWSKI DISTRICT IN POLAND STARTS THE SERIES OF SPORT OBJECTS CONSTRUCTION

Project total eligible budget equals to 593 727.31 Euro, 534 354.58 Euro will be provided by the ENPI CBC Lithuania-Poland-Russia Programme.

“HEALTH IS THE MOST IMPORTANT” – LAUNCHING OF ONE MORE HEALTH ORIENTED PROJECT

Community of Kętrzyn (Poland) and its partner - Municipality of Ozyorsk Area (Kaliningrad region of Russia) – are ready to launch the project aimed on health improvement of the population - “Health is the most important – health prophylactic of inhabitants in Ozyorsk and Kętrzyn Community”. In accordance of the signed Grant Contract conditions beneficiary receives 195,988.10 Euro of EU financing for implementation of the project and also should invest its own financial resources to fulfill the main principle of the Programme. LIBRARIES OF MARIJAMPOLE AND CHERNYAKHOVSK WILL BE RENOVATED

Total budget of the project is 257 881.64 Euro. Project “Cooperation in building up a library for family” contributes to the Measure 2.2 – development of human potential by improvement of social conditions and will be implemented in 18 months.

CONSTRUCTION OF SPORT FACILITIES UNDER THE LITHUANIA-POLAND-RUSSIA ENPI CBC PROGRAMME

Project “CITIZENS WITH ECOINITIATIVE”, submitted under Priority 2 Pursuing social, economic and spatial development, Measure 2.2. Development of human potential by improvement of social conditions, governance and educational opportunities will develop the educational opportunities for the inhabitants of rural areas from Dolne Powiśle, a near-border territory of Poland, and Kaliningrad Oblast of the Russian Federation. Project will be implemented together with Russian partner – non-governmental environmental organization “ECODEFENSE!”.


THE GRANT CONTRACT AIMED ON DEVELOPMENT OF PUBLIC EMPLOYMENT SERVICES WAS SIGNED

POLISH, LITHUANIAN AND RUSSIAN HEALTHCARE INSTITUTIONS RECEIVE 3.6 MILLION EURO GRANT FOR THEIR PROJECT

On 4 September 2012 Grant Contract for 3 599 661,60 Euro of the Programme co-financing has been countersigned by the JMA of the Programme (Ministry of Regional Development of Poland) and the Autonomous Public Health Maintenance Organization “J. Śniadecki Voevodship Polyclinical Hospital” in Bialystok (Poland). Total eligible costs for the project make almost 4 million Euros.

Project that will be centered on the development of human potential by improvement of educational opportunities was submitted during the first call for proposals by the Association of Polish Communes of Euroregion Baltic (Poland) acting as a lead partner under the Priority 2 Pursuing social, economic and spatial development, Measure 2.2 Development of human potential by improvement of social conditions, governance and educational opportunities. On August 23rd 2012 JMA (Polish Ministry of Regional Development) and the Association of Polish Communes of Euroregion Baltic ratified the Grant contract by its signatures with the total amount of 250 000,00 Euro of EU contribution.


GRANT CONTRACT OF THE 24-MONTH PROJECT “PROGRAMME FOR THE PREVENTION OF POSTURAL DISORDERS AND SCOLIOSIS IN CHILDREN FROM SMALL TOWNS AND RURAL AREAS” SIGNED RECENTLY

The JMA (Ministry of Regional Development of Poland) and Federal State Budgetary Institution Pediatric Orthopedic Sanatorium “Pionersk” of the Ministry of Healthcare and Social Development of the Russian Federation signed the grant contract for the project on implementation of the programme for prevention of postural disorders and scoliosis in children from small towns and rural areas on 12 September 2012. The EU co-financing of the project makes approx. 2.8 million Euros which account to 90 % of the budget.


BIG INFRASTRUCTURAL PROJECT WAS OFFICIALLY LAUNCHED AFTER CONCLUSION OF CONTRACTING PROCEDURES

Grant contract with the project under the title of “Partnership for the protection of waters of the cross-border area of Lithuania, Poland and Russia” was signed by JMA (Ministry of Regional Development of Poland) on 31 August 2012. The lead partner of the project – Olecko Commune (Poland) – put his sign on the document on 11 September 2012 thus finalizing the contracting procedure and declaring the start of the project activities.

MUSEUMS IN ELBLAG AND KALININGRAD READY TO START RENOVATION AND MODERNIZATION WORKS

Project “Museums over the border” which was approved for implementation by the Joint Monitoring Committee during the first call for proposals within the Lithuania-Poland-Russia ENPI Cross-Border Cooperation Programme 2007-2013 was countersigned on 14 September 2012. Parties responsible for project implementation involve two public museums – one Polish and one Russian. Museum of Archaeology and History in Elblag (Poland) is the beneficiary of the grant whereas Museum “Friedland gate” in Kaliningrad (Russia) acts as its partner.

THE CIVIL REGISTRY OFFICE OF THE KALININGRAD REGION RECEIVED CO-FINANCING FOR IMPLEMENTATION OF ITS SOCIALLY ORIENTED PROJECT

The Grant Contract for co-financing the Project under the title “Effective Governance for people” was signed by the JMA (Ministry of Regional Development of Poland) and Civil Registry Office (Agency) of the Kaliningrad region (Russia) acting as Beneficiary on 31 August 2012. The Project was submitted under Priority 2. Promoting the social, economic and spatial development, Measure 2.2 Developing human potential through improving social conditions, governance and educational opportunities. It was granted 1.0 million EURO of co-financing. The duration of the Project is 18 months.


PROJECT ORIENTED TOWARDS RURAL DEVELOPMENT OF THE PROGRAMME AREA HAS BEEN RECENTLY SIGNED

Main objective of the project “Support and development of rural entrepreneurship: from local experience to cross border cooperation” is to improve the living standards of rural population of the cross-border countries – participants of the Lithuania-Poland-Russia ENPI Cross-Border Cooperation Programme 2007-2013. It became one of the first projects in this field of activity within the Programme. The project Grant Contract was signed between the Ministry of Regional Development of Poland acting as the Joint Managing Authority and Project Beneficiary - Federal State Budgetary Educational Institution of Additional Occupational Education of Specialists “Kaliningrad Institute of Retraining Specialists Agribusiness” (Russia) on 10 September 2012. The project was awarded a Grant of 450 000 Euro.


ONE MORE WELFARE PROJECT WILL BE CO-FINANCED BY THE LITHUANIA-POLAND-RUSSIA CROSS-BORDER COOPERATION PROGRAMME

Independent Public Complex Tuberculosis and Lung Diseases in Olsztyn (Poland) together with the partner from Russian Federation – State Budgetary Healthcare Institution of the Kaliningrad region «City Hospital #3» - will realize cross-border welfare project under the title “Healthy lungs for one and all” under the Priority 2 - Pursuing social, economic and spatial development, Measure 2.2. – Development of human potential by improvement of social conditions, governance and educational opportunities. Total budget of the project is 1 million Euros.

Administration of Palanga municipality and its project partner – administration of Svetlogorsk municipality will implement cross-border sport project – “Baltic Touristic Games – know-how for development of tourism potential of Baltic Region”.

Marceli Niezgoda, Undersecretary of the State of the Ministry of Regional Development, as well as Jacek Karnowski, mayor of the city of Sopot, signed the first Grant Contract on co-financing within the framework of Cross-border Cooperation Programme Lithuania-Poland-Rusia 2007-2013. The Grant contract was signed for the Large Scale Project aimed at construction and modernization of the precipitation management system connected with the Baltic Sea. The event took place on 21 June 2012 in Sopot.
